General Manager leading enterprise-wide transformation, turnaround, and performance acceleration across complex public and commercial organisations in Australia and New Zealand.
I hold an organisation-wide mandate to design and execute large-scale, high-risk transformations directly accountable for material outcomes — cost, capacity, productivity, delivery velocity, and operating resilience.
My work focuses on stabilising failing systems, unlocking trapped value, and resetting operating models in housing delivery, urban development, asset portfolios, and tenancy operations where complexity, capital intensity, and public accountability intersect.
Operating as a core member of the Executive Leadership Team and working directly with the CEO, Executive peers, and the Board, I establish and direct integrated teams across strategy, technology, operations, and delivery to drive end-to-end transformation.
My leadership approach is outcome-driven and uncompromising on clarity and accountability. I build teams that execute, systems that scale, and organisations that sustain performance after transformation ends.
Winnie Wing Yin Ho
I joined the Hong Kong Government as an Architect in 1992. Since then my career has been closely associated with development of public buildings, infrastructure and urban planning of Hong Kong. I started with my first posting in the Architectural Services Department (ArchSD), designing and delivering public facilities including schools, public laboratory, leisure, culture and sports facilities and government offices.
I was posted to the Development Bureau in 2010 and assumed the post as the Deputy Head of Energizing Kowloon East Office of the Development Bureau in Feb 2012. I took up the challenging policy initiative to transform Kowloon East from an old industrial area into an additional business district to support the long term economic development of Hong Kong.
I returned to ArchSD in Aug 2016 and became the Director of Architectural Services since end 2020 to oversee the works and services of the department for continuous improvement on public works with the application of new technology and innovation to build up a quality living environment for Hong Kong.
I was appointed as the Secretary for Housing on 1 July 2022.
